CNC Conflict-of-Interest Code

The Citywide Plan for Neighborhood Councils requires each neighborhood council to develop its own conflict-of-interest code and procedures, which are subject to the approval of the City. This requirement has been stayed as the City considers a proposal under which, for purposes of complying with State conflict-of-interest laws only, all neighborhood councils would be considered a part of the City's Department of Neighborhood Empowerment ("DONE"). Under this proposal, CNC Board members and other personnel would be required to adhere to DONE's Conflict-of-Interest Code rather than to develop its own.

This code, in essence, requires those with a financial interest in a matter being considered by their neighborhood council to abstain from voting on such matter. The Code also requires completion of a state Form 700, Statement of Economic Interest; however, the applicability of this disclosure requirement to neighborhood council officials and personnel is still under review by the City and has not yet been finalized.
