The Chatsworth community includes large areas of open space and natural land forms. It is one of the more rural areas of the City and supports a substantial equestrian-oriented population.

Several horse keeping areas are designated in the northerly and westerly sections of the community. The Community Plan and the Chatsworth Neighborhood Council encourages the preservation of these land uses,especially within the Chatsworth Neighborhood Council area.

It is a recommendation of the Chatsworth Neighborhood Council to place a higher priority on the preservation of horse keeping areas than on other uses found in the RA Zone category. Toward this end, the Chatsworth Neighborhood Council supports the preservation of this equestrian lifestyle and cautions against possible precedent-setting variance, conditional use, or subdivision that might endanger the preservation of horse keeping uses within the Chatsworth community.

Efforts should be made to insure compatibility between the equestrian and other uses found in the RA Zone. In all instances, the RA Zone should be encouraged to emulate the existing rural landscape, whether horse keeping is present or not.

The Community Plan should not restrict the horsekeeping rights to EXISTING EQUINES because it is an ambiguous position that suggests that if an animal dies it cannot be replaced. Or, if an equine keeper sells his home and removes his animals others, including City officials, may preclude a new owner from keeping equines. Instead, existence of the RA Zone, with appropriate setbacks is sufficient to establish horsekeeping rights. Dan Huffman moved to approve the motion as amended, seconded by Bill Hughes, committee approved unanimously.

Provisions need to be made for equestrian access via Brown's Canyon Wash.
